On April 21, 2024, under the guidance of the APEPCY office and the Beijing Changier Education Foundation, the APEPCY Heilongjiang Base collaborated with Harbin Meiluowan Hospital, Heilongjiang University Hospital, Xiaohong Middle School, and Changier Huts managers to organize the "Love Education Rural Tour" public welfare activity in Fuyou Village, Hongxing Township, Yushu City. During the event, a opening ceremony was held for the Changier Huts donated to Fuyou Village, and activities such as providing medical care, medicines, cultural exchanges, and free medical consultations were conducted.

Ma Hailong, the director of the APEPCY Heilongjiang Base, donated medicines worth RMB 200,000, medical examination services and aid materials worth RMB 100,000 to Fuyou Village, Hongxing county, Yushu City. He also brought a team of medical experts and advanced medical equipment such as color Doppler ultrasound machine and electrocardiograph to provide free medical consultations for the villagers. In addition, the medical team also disseminated knowledges on health care and common diseases prevention, issued prescriptions and distributed free medicine for the villagers. During this event, more than 200 patient visits were received, over one hundred people underwent instrumental examinations. The local public were able to enjoy high-level medical services right at their doorstep.

Together with the village officials, the responsible persons of the APEPCY Heilongjiang Base and Changier Hut visited six households in need and brought them rice, flour, cooking oil, and other daily necessities.

Since its establishment in 2016, the APEPCY Heilongjiang Base has set up 45 Changier Huts in schools, communities, enterprises, and rural areas. The base promotes the implementation of education on AIDS prevention, sexual health, mental health, public welfare and charity concepts, and traditional culture by organizing activities such as teacher training, parental classes, and assistance for those in need.
