Since 2015, the Beijing Changier Education Foundation and the APEPCY Office, in collaboration with the China Charities Aid Foundation for Children, Tencent Charity Foundation, and several other organizations, have consecutively organized the "99 Giving Day" large-scale event for eight years. This event has established a robust self-sustaining platform to promote the significant advancement of youth health education. The event strictly adhered to the relevant requirements of the "Charity Law" and followed the principles of fairness, legality, openness, and transparency. It was widely recognized and warmly received by local governments, schools, communities, teachers, students, and parents, achieving commendable results in practice.

During the "99 Giving Day 2022" (September 7-9), APEPCY raised a total of 7,078,963.24 yuan in total (including public donations and Tencent's matching donations). The event saw the participation of 212 schools and institutions, with donations made by 301,083 individuals. Specifically, the charitable project "Classic Education for a Wise Life" raised 3,022,507.5 yuan; the APEPCY Yunnan Base raised over 740,000 yuan, and Heilongjiang Water Conservancy School raised more than 540,000 yuan.

 On September 5, and from September 7 to 9 (four days in total) in 2023, the Beijing Changier Education Foundation and the APEPCY Office will organize the ninth "99 Giving Day" large-scale charitable event (details see attachment). They will make collective efforts together with special funds under the Beijing Changier Education Foundation, partners, caring groups and companies to promote the love education for adolescents. All bases, workstations, and affiliated institutions are requested to designate project leaders for this event and contact the APEPCY's "99 Giving Day" event team promptly.

Rules for the Event "99 Giving Day 2023"

(Using the "Education of Love Charity Activity " as an example) 

The "99 Giving Day", initiated by the Tencent Charity Foundation in 2015 in collaboration with charitable organizations, users, corporations, and media, is an annual public welfare event in response to the national call for "Charity Day of China" on September 5. It is one of the national public welfare action days with the largest number of participants, the most extensive influence and the most diverse scenes in China.

This year marks the 9th anniversary of the 99 Giving Day. The Tencent Charity Foundation will further support the high-quality development of the charitable sector and promote a diverse, healthy, and sustainable Internet charity ecosystem by offering more than 300 million yuan of matching donations. Based on the Rules for the "99 Giving Day" released by Tencent in 2023 and combined with the actual operations of APEPCY, the Beijing Changier Education Foundation and the APEPCY Office provide the following clarifications:

• Use of the Matching Donations:  Donations will be used according to the execution plan and budget outlined in the project fundraising proposal

• Rules for Matching Donations:

From 10:00 a.m. on September 5, September 7 to 9, 2023, every charitable project that receives individual donations of no less than 1 yuan will have the opportunity to receive random matching donations provided by the Tencent Charity Foundation. The daily matching donations are provided based on the principle of "first-come, first-served" until the donations are all matched.

Special Incentives: According to platform statistics, from 10:00 a.m. on September 5 to 24:00 on September 9, 2023, institutions will receive a corresponding proportion of incentive funds based on the proportion of the number of donors mobilized by them through offline activities (with each donation not less than 1 yuan) to the total number of offline activity donors of the platform. For each individual donor, the maximum incentive is 10 yuan.

All base schools, maternal love academies, special funds, and partners are encouraged to independently launch their fundraising projects. During the four-day "99 Giving Day" event (September 5, September 7 to 9, 2023), the project proposed by APEPCY's national bases, workstations, and project schools is "Education of Love Charity Activity".

III. Allocation of Funds

The funds raised by each organization, after deducting project management fees, will be fully used for the execution of the organization's projects.

IV. Implementation Recommendations

(I) Required Tool

Joint Donation (available all day starting from 10:00 a.m. on September 5, September 7 to 9, 2023)

To make it easier for school donors to keep track of the progress of their donations and facilitate the statistics of donations made by schools in China and the fund allocation, it's recommended that schools search for the "APEPCY" WeChat official account. From there, click the "Education of Love Charity Activity" from the menu bar, and then click the "Joint Donation" to set up a school-specific "Joint Donation" link. Different grades and classes in the schools can set up sub-links under the main school link by teams. Every link page set up by the school, grade, or class should be labeled with relevant keywords.

Friend Assistance (available all day starting from 10:00 a.m. on September 5, September 7 to 9, 2023):

Tencent's matching donations for 2023 are divided into two parts: basic matching donation and assisted matching donation. To encourage more people to participate in charitable activities and maximize the advantages of "charity by all", it's recommended that each organization should launch "Friend Assistance" after each donation. Friends can assist by answering knowledge-based questions or donating 1 yuan, enhancing the matching donations at random.

When conducting offline mobilization, it's mandatory to use "Yimatong" of Tencent Charity Foundation. Please submit your plans to APEPCY's partner in charge before September 1, 2023, to produce the corresponding "Yimatong". This will guide donors on-site to complete donations on the platform of Tencent Charity Foundation, and the final results should be subject to the data verified by the platform.

Note: The three tools mentioned above should be used flexibly based on actual conditions. Among them, "Joint Donation" is a required tool for the 99 Giving Day.

1. Basic Matching Donation by Tencent Charity Foundation: It starts every day at 10:00 a.m., with a 1:X matching donation for four days.

2. Matching Donation through Friend Assistance: It starts every day at 10:00 a.m. With the assistance of friends, there's an opportunity to receive a random additional match donation.

3. APEPCY Incentive: For organizations that participate in the "99 Giving Day" event but haven't established a Love Cottage, the funds raised can be used to conduct APEPCY-related activities that are compatible with the project. If the amount raised through Joint Donation exceeds 30,000 yuan (including matching donations), they can apply for a plate of Love Cottage. Based on comprehensive evaluation criteria such as the total donation amount, total number of donors, and innovative tool application, outstanding bases and workstations can receive additional incentives including public welfare promotion, assistance for children in extreme poverty, and teacher training (specific rules will be announced once determined).
