The NGO Committee of the United Nations Economic and Social Council (ECOSOC) approved the application for special Consultative status of the Beijing Changier Education Foundation at its Coordination and Management session on 6th June 2019 at UN Headquarters in New York on 18th June 2019.
In accordance with relevant United Nations resolutions, non-governmental organizations in special consultative status enjoy the following rights:
1. They may set up offices and permanent representatives can be set up in United Nations sites in New York, Geneva and Vienna, with five people each.
2. They may have access to the meeting agenda of ECOSOC and its subsidiary bodies, and may designate authorized representatives to attend those meetings as observers. They may submit written statements relating to the work of the Council on topics in which they have expertise and circulate them through the Secretary-General to the members of the Council.
3. They may apply for participation in relevant international conferences convened by the United Nations and meetings of its preparatory bodies, and may make brief speeches and submit written reports.
4. They may be commissioned by the ECOSOC and its subsidiary bodies to conduct special studies or surveys or prepare specific documents for the Committee on Non-governmental Organizations.
Under the relevant resolutions, there are two main obligations to obtain special consultative status:
1. Abide by the purposes, principles and procedures of the UN Charter, and actively participate in the activities of UN ngos in relevant fields.
2. To submit a quadrennial report to the NGO Committee of ECOSOC, specifying the organization's support for the work of the United Nations.
As of 2016, 4,513 ngos in the world had obtained consultative status with ECOSOC.
