On November 15-16, the 2023 Annual Meeting on Participation in the State Affairs of the Central Committee of the China Association for Promoting Democracy (CAPD) was held in Harbin. Cai Dafeng, vice-chairman of the Standing Committee of the National People's Congress and chairman of the CAPD Central Committee attended the opening ceremony and delivered a speech. Vice director of the Women and Children Committee of the Central Committee of the CAPD and chairwoman of the Beijing Changier Education Foundation, Zhang Yinjun, attended the meeting and made a speech.

During her stay in Harbin, Mrs. Zhang met and exchanged views with Zhang Haihua, deputy mayor of Harbin, Yuan Dezhu, vice chairman of the Harbin Committee of Chinese People's Political Consultative Conference and chairman of the Harbin Committee of the CAPD Central Committee, Ma Hailong, Standing Committee member of the Heilongjiang Provincial Committee of the CAPD Central Committee, deputy director of the Science and Technology Healthcare Committee of the Heilongjiang Provincial Committee of the CAPD Central Committee, director of the APEPCY Heilongjiang Base, and president of the Harbin Meiluowan Hospital, Kang Fengying, consultant of the APEPCY Heilongjiang Base, Liu Yichun, director of the Friendship Office of the Heilongjiang Provincial Committee of Chinese People's Political Consultative Conference, and Zou Shan, leader of the Heilongjiang Branch of the China Association for International Friendly Contact. Mrs. Zhang expressed her gratitude to the Heilongjiang provincial committee and provincial government, Harbin municipal committee and municipal government, and the Heilongjiang Provincial Committee of the CAPD Central Committee, as well as caring individuals from all walks of life, for their strong support for the implementation of the Changier projects. Changier will continue to carry out extensive youth love education and charity activities in various parts of Heilongjiang Province.

The Beijing Changier Education Foundation has now established 19 APEPCY bases and workstations in Heilongjiang Province and has supported the construction of 296 Love Cottages. On August 26 this year, Ma Hailong, director of the APEPCY Heilongjiang Base, and president of the Harbin Meiluowan Hospital, led the medical team from Meiluowan Hospital to carry out the "Medical Care, Medicine Delivery, and Cultural Outreach" activity in Jianshe Village, Heping Town, Tailai County, Qiqihar City. They provided medical consultations to about 300 patients, conducted instrument examinations for over a hundred individuals, and donated 150 sets of medical kits worth RMB 100,000 to senior people above 70 in the village. The medical team also donated conventional drugs worth RMB 100,000. They were warmly welcomed and praised by the villagers. On September 6, Kang Fengying, Ma Hailong, and Liu Yichun, representing the APEPCY Heilongjiang Base, went to Xiaoheli Tun, Jianguo Village, Xiangyang Town, Wuchang City, for post-disaster assistance and consolation. The "Villagers' Center" used for Changier Huts donated by Ma Hailong with RMB650,000, withstood the test during the flood disaster and played a crucial role in post-disaster reconstruction.
