On December 24, the Supreme People’s Procuratorate held an appointment ceremony for the “Expert Consultation Database for Conflict Resolution Work,” and Zhang Yinjun, Chairperson of the Beijing Changier Education Foundation, was invited and officially appointed. This appointment represents the Supreme People’s Procuratorate’s high recognition of the foundation’s longstanding public-welfare work in resolving conflicts arising from law-related and litigation-related petitions and complaints, and it also highlights the deep alignment between the foundation’s public-welfare practice and national strategies.

In the public eye, conflict resolution in petition and complaint work is both a significant issue in the advancement of rule-of-law construction and a livelihood project closely connected to public trust and support. The recent upgrading of the original Expert Consultation Database for Procuratorial Petition and Complaint Inspection Business into the Expert Consultation Database for Conflict Resolution Work by the Supreme People’s Procuratorate is a key measure to implement the strategic arrangements of the Fourth Plenary Session of the 20th CPC Central Committee. These arrangements emphasize resolving conflicts and disputes at the source, through professional methods, and via procedural mechanisms. The fundamental goal is to gather expertise from multiple fields so that every petition and complaint case can ultimately achieve closure, resolution, and social harmony. The Changier Foundation has been able to become an important participant in this national-level platform due to its two decades of persistent and effective grassroots engagement, particularly in areas such as psychological counseling, support for children and adolescents in difficulty, and public welfare services that respond to real social needs.

As an organization that has long taken root on the front lines of social public welfare, the Changier Foundation has already turned its professional strengths into a source of public welfare support for judicial work. In the process of advancing the one-stop diversified dispute resolution platform construction led by the Supreme People’s Procuratorate, Changier has remained a steadfast public welfare partner. Its efforts range from organizing teams of professional psychological counselors to work directly at procuratorial service windows, to providing tailored psychological counseling plans for complex and challenging petition cases. Through large-scale service arrangements covering multiple provinces and regions, as well as precise assistance for victims of criminal cases and their children, the Changier Foundation has offered practical and reliable backing for procuratorial authorities in effectively resolving petition-related conflicts and disputes.

The professionalism of this support has been repeatedly affirmed through outstanding cases reported by Procuratorial Daily. Elderly petitioners who traveled more than 700 kilometers by bicycle to Beijing were able, through empathetic counseling from Changier psychological counselors, to set aside their defensiveness and actively cooperate in hearings. Families of victims who had fallen into psychological distress because of case-related trauma regained confidence in life with the foundation’s continued assistance. Grassroots procuratorial officers also acquired more effective emotional counseling skills through professional training programs organized by Changier. To date, the Changier Foundation has coordinated 1,500 professional psychological counselors across multiple provinces nationwide. These counselors have provided services related to resolving petition conflicts and disputes for tens of thousands of petitioners, delivering psychological comfort as well as practical help. With the approach of “caring from the heart,” the Changier Foundation has acted as a public welfare think tank assisting procuratorial authorities in overcoming long-standing difficulties in petition work. The Supreme People’s Procuratorate’s trust in Changier has been further demonstrated through full recognition and delegation of its professional capabilities. At the appointment ceremony, leaders from the Petition and Appeals Procuratorial Department clearly expressed expectations to work together with experts to promote the legalization of procuratorial petition work. In fact, over many years of collaboration, the Supreme People’s Procuratorate has already included Changier among its key cooperative public welfare organizations. From invitations to participate deeply in pilot initiatives, to issuing formal letters of thanks in special events, this recognition has extended from daily cooperation to expert appointment, becoming a model of mutual trust between judicial authorities and public welfare organizations.

At the appointment ceremony, experts and scholars from the Ministry of Justice, the All China Lawyers Association, universities, and well-known law firms gathered to discuss diversified approaches to conflict resolution. As a representative from the public welfare sector, Chairperson Zhang Yinjun shared practical experience on integrating psychological services into the resolution of petition-related disputes. The three-dimensional model she proposed—“professional empowerment + emotional empathy + long-term assistance”—received wide recognition and support from participants. All attendees agreed that public welfare organizations like Changier are becoming a “warm bridge” connecting judicial authorities with petitioners, helping to ensure that the rule of law is not only firm in its implementation, but also caring and humane in its impact.

After the ceremony concluded, the invited experts visited the Supreme People’s Procuratorate 12309 Prosecution Service Center. Functional areas such as the Psychological Counseling Room and the Multi-Party Dispute Resolution Room became important showcases of the effectiveness of “judiciary + public welfare” collaboration. In this setting, every counseling record and each successfully resolved case stands as testimony to the close coordination between Changier and the Supreme People’s Procuratorate, highlighting the unique value of public welfare forces within the broader advancement of the rule of law.

For the public, this collaboration creates a safer and more harmonious social environment. When the emotional burdens of petitioners are relieved and conflicts are resolved at their source, the process not only reduces unnecessary social friction but also allows people to experience both the fairness of the rule of law and the warmth of society. Chairperson Zhang Yinjun of the Changier Foundation stated that being appointed to the expert consultation library is both an honor and a responsibility. Under the guidance of the Supreme People’s Procuratorate, the foundation will continue to improve the quality and accessibility of its professional services, ensuring that more petitioners can feel the combined care and support of judicial institutions and social organizations.

From the arena of public welfare initiatives to the platform of legal governance, the Changier Foundation vividly demonstrates that professional charitable services can serve as an important complement to the national governance system.
