According to news released on December 14, 2025, at the Third Forum on High-Quality Development of Urban and Rural Communities, jointly hosted by the Minsheng Weekly Magazine of the People’s Daily Press and the China Community Development Association, the case submitted by the Beijing Changier Education Foundation, titled "1+1+1 Innovative Model Driving New Practices in Community Governance," was successfully selected as one of the 2025 Exemplary Cases on High-Quality Development of Urban and Rural Communities, a collection of 100 recognized examples. As the only foundation institution honored in this national-level evaluation, this distinction fully demonstrates the high recognition granted by authoritative media and professional associations for the foundation’s longstanding commitment to grassroots innovation in social governance.

Rigorous standards in the authoritative selection reflect the high value of the recognition within the industry

The “Collection Activity of Typical Cases for High-Quality Development of Urban and Rural Communities” aims to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, promote the modernization of grassroots governance systems and capacities, and has been successfully carried out for three consecutive sessions since 2022, generating wide-ranging influence across the sector. The 2025 call for submissions, launched in January, received enthusiastic responses from all parts of the country, with nearly 800 cases submitted in total.

The organizer of the activity specially invited seven authoritative experts to conduct evaluations in strict accordance with the principles of “objectivity and fairness, emphasis on innovation, truth-seeking, and traceable results.” In the end, only 100 cases stood out from the selection process. The rigorous evaluation standards further highlight the high quality and exemplary value of the cases chosen for inclusion.

The 100 exemplary cases selected in this assessment were submitted by a wide range of entities, including government social work departments at various levels, subdistrict offices, urban and rural community committees, service centers, property management companies, universities, and other diverse stakeholders. Notably, the Beijing Changier Education Foundation was the only foundation institution to receive this award.
